I am fairly new to JackTrip; and I have been exploring it as a solution for remote choir rehearsals. So far; I am impressed with the low latency capabilities; but I am encountering a few challenges that I could use some advice on.
Our choir consists of about 12 members; and we are all in different locations; most of us within the same region; but a few members are farther away. I have followed the basic setup guidelines; but I have noticed some inconsistencies in audio quality; particularly with people who are located farther from the central server.
Is there an ideal server configuration to help reduce latency and ensure more consistent performance across distances? I am currently hosting on a cloud service; but I am open to other options if necessary.

Some members are on different types of internet connections. Are there recommended network settings or equipment upgrades that might improve stability, especially for those on Wi-Fi?

Not knowing your setup it is difficult to advise you.
In Europe we manage to play together with some of us being over 800 km away from the virtual studio running on a JackTrip cloud server. It is best to have optical fiber whenever possible. DSL may work as well but anything wireless should be banned.
Windows users often have a hard time mastering all their buttons and knobs of an external audio interface which is a must have when you want to minimize latency. Mac users tend to be better off.
Our latencies barely exceed 20ms which is tolerable for listening to others.

As Thomas warns, the use of any wireless devices, including WiFi internet will surely cause a lot of unwanted issues including unstable data flow, glitchy noises, and intolerable latency.
In the third paragraph of your post you mentioned hosting your own JackTrip server on a cloud service, and I would strongly suggest that you consider utilizing the JackTrip Virtual Studio’s managed servers rather than hosting your own.
In fact, I believe that Thomas’ reply is solely based upon using the managed servers that JackTrip Labs is working diligently to streamline to deliver the performance you are looking for without having to do it yourself! And considering the time, equipment and effort needed for self-hosting, it could be more affordable.
However, if you still want to host your own JackTrip server I applaud your intrepid spirit and hope that more information on optimizing your own setup will be forthcoming.
